Ms. Manning graduated with a J.D. from Washington & Lee School of Law. She developed an interest in expungement law after working on the implementation of the District of Columbia Record Sealing Act as a Law Clerk for the Public Defender Service. Ms. Manning has since developed expertise in this area through her academic writings and assisting with multiple expungement/ sealing filings in the District, Maryland and Virginia.
